Federalism vs. State Law: Effects on the Economy

President Donald J. Trump’s administration has been marked by frequent clashes between the federal government and the states, in which he often claims maximum power for the executive branch but at other times defers to the states in matters typically regarded as the responsibility of a national government.1

Some of the most recent conflicts have been set off by the COVID-19 pandemic, in which President Trump has threatened to preempt governors’ and local officials’ shelter-in-place orders that shut down schools and businesses to prevent contagion of the novel coronavirus.
